Civil Right to Counsel Pilot Program Embraced by Gov. Schwarzenegger in New Budget — Individuals Will Get Counsel in High Stakes Civil Matters; Courts in Three Counties BenefitCalifornia Governor Arnold Schwarzenegger’s proposed budget for 2007-2008 includes a pilot program to provide counsel for pro se litigants in three counties. The proposed $5 million pilot program would deliver funding on a three-year limited-term basis to provide counsel for pro se litigants in high stakes civil matters. Some of the types of cases to be covered include: domestic violence restraining orders, family law, child support, and paternity. The Governor’s hope is that the program will assist the court in handling its high volume of cases and relieve court congestion.
